The Red Box Starter Set did a "Choose Your Own Adventurer" style character creation process. The distilled process for creating each type of character follows:

Red Box Attributes
Array: 16, 14, 13, 12, 11, 10
Fighter:  18 STR (16 for Elf or Halfling), 14 CON (Regardless of Race)
Rogue: 18 DEX (16 for Dwarf), 13 CON (15 for Dwarf)
Cleric: 18 WIS (16 for Halfling), 13 CON (15 for Dwarf)
Wizard: 18 INT (16 for Dwarf or Halfling), 12 CON (14 for Dwarf)

Skills are the same as in HotFL/FK

Available Feats:
Defensive Mobility, Durable, Improved Initiative, Jack of All Trades, Skill Focus, Toughness

Available Races: Dwarf, Elf, Halfling, Human

Weapons and Equipment:
Fighter: Greatsword or Greataxe, Scale Armor, Adventurer’s Kit, 10 Gold Coins
Wizard: Orb, Staff, or Wand; Spellbook; Adventurer’s Kit, 25 Gold Coins
Rogue: Dagger, Leather Armor, Thieves’ Tools, Adventurer’s Kit, 40 Gold Coins
Cleric: Mace, Chainmail, Heavy Shield, Holy Symbol, Adventurer’s Kit, 30 Gold Coins

*Adventurer’s Kit includes Backpack, Bedroll, Flint and Steel, Belt Pouch, 10 Days of Trail Rations, 50 feet of Rope (“Hempen Rope” in HotFL/FK), 2 Sunrods, Waterskin

Red Box characters aren't exactly "Rules as Written"; the Red Box Fighter (which is the Slayer) gets a bonus to damage based on his CON modifier rather than his DEX modifier. The thief has tricks that are different than the HotFL thief. The wizard has three spells--Stone Blood (At-Will), Leaden Transformation (Encounter), and Slimy Transmutation (Daily)--that are not in later published works (the Character Builder allows them as optional powers). Building a halfling cleric would be problematic, since the mace is a versatile weapon, which a halfling must wield with two hands. This means that the halfling cleric would not be able to carry a heavy shield. A halfling slayer, as well, would not be able to wield a great sword or great axe at all; I would presume that he would use a battle axe or longsword instead, but treat them in the same way that a non-small slayer would the larger weapons.

Something I just noticed about the Red Box feats: they have no prerequisites. So, for example, a character can take the "Jack of All Trades" feat even if he has less than a 13 score in Intelligence.
