The following power was based on Aspect of Bitter Ice and I would normally just allow the player to reflavor and re-type but its actually pretty fun
to be able to add them to the Character Builder.

So you're essentially just copying existing powers and then modifying the text within to get the desired result?

That is the mechanics of it find the closest thing to what you want then do the adjustments

As I said we reflavor and retype spells pretty much willy nilly to me it is the power of 4e.

In this case the damage effects are all fire instead of ice and the paralysis is fear induced, point in fact those immune to fear ought to be immune to the immobilization... and fear resistance will improve the save.

Not sure if that fringe case is worth the salt of doing anything about it.

It is a very appropriate power for the Dragon Touched.. where as the Bitter Ice wasn't I am thinking about giving them resistance to fear.

I think I will change this to an attack against Will instead of Fortitude...
as the magic seems centered around a fear response, if your opponent isnt freezing up
the attack itself is perhaps rather a wild one.
